This document presents general accessibility guidelines that item writers and item reviewers must follow when developing items and tasks for the Smarter Balanced Assessment Consortium (Smarter Balanced). The guidelines combine the best practices that guided the development of paper-based tests for many years with recent advances facilitated by digital delivery of assessment instruments.
The instructive guidelines provided in this document may assist item writers and item reviewers in developing assessments for special population students. The guidelines focus on elements of accessibility when creating such assessments. Additional examples would be useful in clarifying the recommendations.
