With the implementation of the Every Student Succeeds Act (ESSA) comes updates to provisions in the Elementary and Secondary Education Act regarding school supports for English learner (EL) students. Under ESSA, states are required to more fully include ELs in school-level accountability systems to monitor their progress. In addition to states setting academic goals for EL performance on state reading/language arts and mathematics assessments, states must also set goals for EL progress towards English language proficiency. To support states, the U.S. Department of Education has released this non-regulatory guidance to support states in development of accountability systems that meaningfully include ELs and support their progress. The guidance provided addresses final regulations related to accountability and data reporting, and how ELs are to be properly included in accountability determinations.
